Was Qassem Soleimani Killed to Avenge Saudi Oil Installations Attack?

A joint American-Israeli program [1], involving a series of short-of-war clandestine strikes, aimed at taking out the most prominent generals of the Islamic Revolutionary Guards Corps (IRGC) and targeting Iran’s power stations, industrial infrastructure, and missile and nuclear facilities has been going on since early this year when commander of IRGC’s Quds Force General Qassem Soleimani was assassinated in a US airstrike at Baghdad airport on January 3.

As the US presidential race is heating up, the pace and sophistication of subversive attacks in Iran is picking up simultaneously. Since June, “mysterious explosions” were reported at a missile and explosives storage facility at Parchin military base on June 26, at power stations in the cities of Shiraz and Ahvaz, a “mysterious fire” at Bushehr port on July 15 destroying seven ships, and a massive explosion at the Natanz nuclear site on July 2 that has reportedly set back Iran’s nuclear program by at least two years.

Besides whipping up nationalist sentiment among America’s conservative electorate on the eve of US presidential election slated for November, another purpose of the subversive attacks appears to be to avenge a string of audacious attacks mounted by Iran-backed forces against the US strategic interests in the Persian Gulf that brought the US and Iran to the brink of full-scale war in September last year.

In addition to planting limpet mines on oil tankers off the coast of the UAE in May last year and the subsequent downing of the US surveillance drone in the Persian Gulf by Iran, the brazen attack on the Abqaiq petroleum facility and the Khurais oil field in the Eastern Province of Saudi Arabia on September 14 was the third major attack in the Persian Gulf against the assets of Washington and its regional clients. That the UAE had forewarning about imminent attacks is proved by the fact that weeks before the attacks, it recalled forces from Yemen battling the Houthi rebels and redeployed them to man the UAE’s territorial borders.

Nevertheless, a puerile prank like planting limpet mines on oil tankers can be overlooked but major provocations like downing a $200-million Global Hawk surveillance aircraft and mounting a drone and missile attack on the Abqaiq petroleum facility that crippled its oil-processing functions for weeks could have had serious repercussions.

The September 14 attack on the Abqaiq petroleum facility in eastern Saudi Arabia was an apocalypse for the global oil industry because it processes five million barrels crude oil per day, more than half of Saudi Arabia’s total oil production. The subversive attack sent jitters across the global markets and the oil price surged 15%, the biggest spike witnessed in three decades since the First Gulf War when Saddam Hussein invaded Kuwait in 1990, though the oil price was eased within days after industrialized nations released their strategic oil reserves.

In order to bring home the significance of the Persian Gulf’s oil in the energy-starved industrialized world, here are a few stats from the OPEC data: Saudi Arabia has the world’s largest proven crude oil reserves of 265 billion barrels and its daily oil production is 10 million barrels; Iran and Iraq each has 150 billion barrels reserves and has the capacity to produce 5 million barrels per day each; while UAE and Kuwait each has 100 billion barrels reserves and produces 3 million barrels per day each; thus, all the littoral states of the Persian Gulf, together, hold 788 billion barrels, more than half of world’s 1477 billion barrels proven oil reserves.

Not surprisingly, more than 35,000 American troops have currently been deployed in the military bases and aircraft carriers in the oil-rich Persian Gulf in accordance with the Carter Doctrine of 1980, which states: “Let our position be absolutely clear: an attempt by any outside force to gain control of the Persian Gulf region will be regarded as an assault on the vital interests of the United States of America, and such an assault will be repelled by any means necessary, including military force.”

It bears mentioning that alongside deploying several thousand American troops, additional aircraft squadrons and Patriot missile batteries in Saudi Arabia in the aftermath of the Abqaiq attack, several interventionist hawks in Washington invoked the Carter Doctrine as a ground for mounting retaliatory strikes against Iran.

The last year’s acts of subversion in the Persian Gulf should be viewed in the broader backdrop of the New Cold War that has begun after the Ukrainian crisis in 2014 when Russia occupied the Crimean peninsula and Washington imposed sanctions against Russia.

The Kremlin’s immediate response to the escalation by Washington was that it jumped into the fray in Syria in September 2015, after a clandestine visit to Moscow by General Qassem Soleimani, the commander of the IRGC’s Quds Force. When Russia deployed its forces and military hardware to Syria in September 2015, the militant proxies of Washington and its regional clients were on the verge of drawing a wedge between Damascus and the Alawite heartland of coastal Latakia, which could have led to the imminent downfall of the Assad government.

With the help of the Russian air power, the Syrian government has since reclaimed most of Syria’s territory from the insurgents, excluding Idlib in the northwest occupied by the Turkish-backed militants and Deir al-Zor and the Kurdish-held areas in the east, thus inflicting a humiliating defeat on Washington and its regional clients.

Notwithstanding, following the brazen attack on the Abqaiq petroleum facility and the Khurais oil field in the Eastern Province of Saudi Arabia on September 14, orchestrated protests erupted in Iran-allied countries Lebanon and Iraq from October to December last year.

Lebanese American journalist Rania Khalek has documented for The Gray Zone [2] the US-backed political forces spearheaded the “color revolution” in Lebanon, where Iran-backed resistance group Hezbollah was part of the coalition government. Following the massive explosion at the Beirut Port on August 4 killing 180 people and wounding nearly 6,000, the shaky, six-month-long coalition government of Hassan al-Diab resigned on August 10.

Similarly, Iraq has been through the US occupation from 2003 to 2011 and is known to have US sympathizers in the Kurdish-held north and the Shia-majority south of the country, where the Western oil majors operate and dispense largesse among local chieftains of myriad clans and tribes.

Using the patronage network, the US successfully ousted former Prime Minister of Iraq Haider al-Abadi and appointed American stooge Mustafa al-Kadhimi in his stead in May. The purpose of destabilizing governments in Iran-allied countries obviously was to deter Iran from mounting subversive attacks in strategically important Persian Gulf.

Unlike Lebanon and Iraq, though, Iran itself is immune to foreign-backed political demonstrations as it does not have any imperialist collaborators on the ground, besides a fringe militant group Mujahideen-e-Khalq (MEK) funded by the US, France and Israel, though it did witness large-scale protests in November last year.

The proximate cause of the November 15 protests in Iran was steep rise in petrol prices by the Rouhani government, dubbed as “sabotage” by Supreme Leader Ayatollah Khamenei. The worst-hit region was Khuzestan province in southwest Iran which is home to large Arab minority known to have grievances against Tehran and susceptible to infiltration by imperialist stooges.

 Finally, a word about the venerated commander of IRGC’s Quds Force General Qassem Soleimani who was assassinated in a US airstrike at Baghdad airport on January 3. Soleimani was the trusted lieutenant of Iran’s Supreme Leader Ayatollah Khamenei and the main liaison with Russia. Not only did he instigate Russia to strike at Washington’s Achilles heel in Syria’s proxy war but he was also the main architect of the audacious September 14 attacks at Abqaiq petroleum facility and the Khurais oil field in the oil-rich Eastern Province of Saudi Arabia.

Alongside deploying several thousand American troops and additional aircraft squadrons and Patriot missile batteries in Saudi Arabia in the aftermath of the Abqaiq attack, Washington also took out its most fearsome nemesis General Soleimani in January, and now it can freely stage subversive attacks in Iran and allied countries without the fear of reprisals.

It’s pertinent to note that Trump initially rejected [3] the Pentagon’s option to assassinate General Soleimani on December 28 due to the fear of full-scale confrontation with Iran, and authorized airstrikes on an Iran-backed militia group in Iraq instead. But after the rocket attack at the US embassy in Baghdad by Iran-backed forces, Trump succumbed to pressure from the American deep state, led by the powerful national security bureaucracies of Pentagon and the State Department, which had a score to settle with General Soleimani for giving the global power a bloody nose in Syria’s proxy war.

Politics Behind the Sunni-Shia Conflict in the Middle East


Lately, it has become a habit of Orientalist apologists of Western imperialism to offer reductive historical and theological explanations of Sunni-Shi’a conflict in the Middle East region in order to cover up the blowback of ill-conceived Western military interventions and proxy wars that have ignited the flames of internecine conflict in the Islamic world.

Some self-anointed “Arabists” of the mainstream media posit that the division goes all the way back to the founding of Islam, 1400 years ago, and contend that the conflict emerged during the reign of the fourth caliph, Ali bin Abi Talib, in the seventh century A.D.

One wonders what would be the American-led war on terror’s explanation of such “erudite” historians of Islam – that the cause of “the clash of civilizations” between Christians and Muslims can be found in the Crusades when Richard the Lionheart and Saladin were skirmishing in the Levant and exchanging courtesies at the same time.

Fact of the matter is that in modern times, the Sunni-Shi’a conflict in the Middle East region is essentially a political conflict between the Gulf Arab autocrats and Iran for regional dominance which is being presented to lay Muslims in the veneer of religiosity.

Saudi Arabia, which has been vying for power as the leader of Sunni bloc against the Shi’a-led Iran in the regional geopolitics, was staunchly against the invasion of Iraq by the Bush Administration in 2003.

The Baathist regime of Saddam Hussein constituted a Sunni Arab bulwark against Iran’s meddling in the Arab world. But after Saddam was ousted from power in 2003 and subsequently when elections were held in Iraq which were swept by Shi’a-dominated parties, Iraq has now been led by a Shi’a-majority government that has become a steadfast regional ally of Iran. Consequently, Iran’s sphere of influence now extends all the way from territorially-contiguous Iraq and Syria to Lebanon and the Mediterranean coast.

Moreover, during the invasion of Iraq in 2003, the Bush Administration took advantage of the ethnic and sectarian divisions in Iraq and used the Kurds and Shi’as against the Sunni-led Baathist regime of Saddam Hussein. And during the occupation years from 2003 to 2011, the once dominant Sunni minority was politically marginalized which further exacerbated the ethnic and sectarian divisions in Iraq.

The Saudi royal family was resentful of Iran’s encroachment on the traditional Arab heartland. Therefore, when protests broke out against the Shi’a-led Syrian government in the wake of the Arab Spring uprisings of 2011, the Gulf states along with their regional Sunni allies, Turkey and Jordan, and the Western patrons gradually militarized the protests to dismantle the Iranian resistance axis.

Reportedly, Syria's pro-Assad militias are comprised of local militiamen as well as Shi’a foreign fighters from Lebanon, Iraq, Iran and even the Hazara Shi’as from as far away as Afghanistan and Pakistan. And similarly, Sunni jihadists from all over the region have also been flocking to the Syrian battlefield for the last eight years.

A full-scale Sunni-Shi’a war has been going on in Syria, Iraq and Yemen which will obviously have its repercussions all over the Islamic world where Sunni and Shi’a Muslims have coexisted in relative peace for centuries.

Notwithstanding, in order to create a semblance of objectivity and fairness, the American policymakers and analysts are always willing to accept the blame for the mistakes of the distant past that have no bearing on their present policy, however, any fact that impinges on their present policy is conveniently brushed aside.

In the case of the creation of the Islamic State, for instance, the US policy analysts are willing to concede that invading Iraq back in 2003 was a mistake that radicalized the Iraqi society, exacerbated sectarian divisions and gave birth to an unrelenting Sunni insurgency against the heavy-handed and discriminatory policies of the Shi’a-led Iraqi government.

Similarly, the war on terror era political commentators also “generously” accept the fact that the Cold War-era policy of nurturing al-Qaeda and myriads of Afghan so-called “freedom fighters” against the erstwhile Soviet Union was a mistake, because all those fait accompli have no bearing on their present policy.

The mainstream media’s spin-doctors conveniently forget, however, that the creation of the Islamic State and myriads of other Sunni Arab jihadist groups in Syria and Iraq has as much to do with the unilateral invasion of Iraq back in 2003 under the Republican Bush administration as it has been the legacy of the Democratic Obama administration that funded, armed, trained and internationally legitimized the Sunni militants against the Shi’a-led Syrian government since 2011-onward in the wake of the Arab Spring uprisings in the Middle East and North Africa region.

In fact, the proximate cause behind the rise of the Islamic State, al-Nusra Front, Ahrar al-Sham, Jaysh al-Islam and numerous other Sunni Arab jihadist groups in Syria and Iraq was the Obama administration’s policy of intervention through proxies in Syria.

The border between Syria and Iraq is highly porous and poorly guarded. The Obama administration’s policy of nurturing militants against the Syrian government was bound to have its blowback in Iraq sooner or later. Therefore, as soon as the Islamic State consolidated its gains in Syria, it overran Mosul and Anbar in Iraq in early 2014 from where the US had withdrawn its troops only a couple of years ago in December 2011.

Apart from Syria and Iraq, two other flashpoints of Sunni-Shi’a conflict in the Middle East region are Bahrain and Yemen. When peaceful protests broke out against the Sunni monarchy in Bahrain by the Shi’a majority population in the wake of the Arab Spring uprisings in 2011, Saudi Arabia sent thousands of troops across the border to quell the uprising.

Similarly, when the Iran-backed Houthis, which is also an offshoot of Shi’a Islam, overran Sana’a in September 2014, Saudi Arabia and UAE mounted another ill-conceived Sunni-led offensive against the Houthi militia in Yemen in March 2015.

The nature of the conflict in Yemen is sectarian to an extent that last year, the Yemeni branch of al-Qaeda’s leader Qasim al-Raymi claimed that al-Qaeda had been fighting hand in hand with the Saudi-led alliance against the Iran-backed rebels for the last three years.

The revelation hardly comes as a surprise, though, because after all al-Qaeda’s official franchise in Syria, al-Nusra Front, has also been fighting hand in glove with the so-called “moderate” Syrian opposition against the Syrian government for the last eight years of the Syrian proxy war.

Furthermore, according to Pakistan’s National Commission for Human Rights, 509 Shi’a Muslims belonging to the Hazara ethnic group had been killed in Pakistan’s western city of Quetta since 2013. Although a southern Punjab-based sectarian militant outfit Lashkar-e-Jhangvi frequently claims responsibility for the massacre of Hazaras in Quetta, such claims are often misleading.

The hub of Lashkar-e-Jhangvi’s power mostly lies in Punjab whereas the Balochistan province’s provincial metropolis Quetta, which is almost three-hour drive from the Af-Pak border at Chaman, is regarded as the center of Taliban’s activities.

After the American invasion and occupation of Afghanistan in 2001 with the help of the Northern Alliance, the top leadership of the Taliban has mostly settled in Quetta and its adjoining rural areas and Afghan refugee camps, hence it is called the Quetta Shura Taliban.

In order to understand the casus belli of the Taliban-Hazara conflict, it’s worth noting that the leadership of the Hazara ethnic group has always taken the side of the Tajik and Uzbek-led Northern Alliance against the Pashtun-led Taliban.

The Taliban has committed several massacres of the Hazara people in Afghanistan, particularly following the 1997 massacre of 3,000 Taliban prisoners by the Uzbek warlord Abdul Malik Pahlawan in Mazar-i-Sharif thousands of Hazaras were massacred by the Taliban in the same city in August 1998 for betraying the Taliban.

The Hazara people are an ethnically Uzbek, Dari (Afghan Persian)-speaking ethnic group native to the Hazarajat region in central Afghanistan but roughly 600,000 Hazaras also live in Quetta, Pakistan. Although the conflict between the Taliban and Hazaras might appear religious and sectarian, the real reasons of the conflict are political in nature, as I have already described.

Now, when the fire of inter-sectarian strife is burning on several different fronts in the Middle East and the Sunni and Shi’a communities are witnessing a merciless slaughter of their brethren in Syria, Iraq, Yemen, Bahrain Afghanistan and Pakistan, then it would be preposterous to look for the causes of the conflict in theology and medieval history. If the Sunni and Shi’a Muslims were so thirsty for each other’s blood since the founding of Islam, then how come they managed to survive as distinct sectarian groups for 1400 years?

Fact of the matter is that in modern times, the phenomena of Islamic radicalism, jihadism and consequent Sunni-Shi’a conflict are only as old as the Soviet-Afghan jihad during the 1980s when the Western powers with the help of their regional allies trained and armed Afghan jihadists to battle the Soviet troops in Afghanistan.

More significantly, however, the Iran-Iraq War from 1980 to 1988 between the Sunni and Baathist-led Iraq and the Shi’a-led Iran after the 1979 Khomeini revolution engendered acrimony and hostility between the Sunni and Shi’a communities of the region for the first time in modern history.

And finally, the conflict has been further exacerbated in the wake of the Arab Spring uprisings in 2011 when the Western powers and their regional client states once again took advantage of the opportunity and nurtured militants against the Arab nationalist Gaddafi government in Libya and the Baathist-led Assad administration in Syria.

Saudi Oil Attack and Choreographed Protests in Iran-aligned Countries

Since the planting of limpet mines on oil tankers off the coast of the UAE in May, the subsequent downing of the US surveillance drone in the Persian Gulf and the brazen attack on the Abqaiq petroleum facility and the Khurais oil field in the Eastern Province of Saudi Arabia on September 14, choreographed protests have erupted in Lebanon and Iraq since October.

Unlike Lebanon and Iraq, though, Iran itself is immune to foreign-backed political demonstrations as it does not have any imperialist collaborators on the ground, besides a fringe militant group Mujahideen-e-Khalq (MEK) funded by the US, France and Israel.

Regarding the recent escalation in the Persian Gulf, although the Houthi rebels based in Yemen claimed the responsibility for the September 14 complex attack involving drones and cruise missiles on the Abqaiq petroleum facility and the Khurais oil field in the Eastern Province of Saudi Arabia, and they have UAV-X drones having a range of 1,500 kilometers, Washington dismissed the possibility.

Instead, the United States accused Tehran of mounting the attack from Iran’s territory, which is unlikely because Iran would never leave behind smoking gun evidence implicating Tehran, as the strategically vital Persian Gulf is monitored round the clock by American satellites and surveillance aircraft. The most likely suspects were Iran-backed militias in Iraq because the complex attack involving drones and cruise missiles was staged from the north.

Quoting Iraqi intelligence officials, David Hearst reported [2] for the Middle East Eye a day after the September 14 attack that drones and missiles were launched by the Hashed al-Shabi militia from its bases in southern Iraq.

Although Washington concocted “credible intelligence” the attack was mounted directly from southwest Iran, what lends credence to the report the attack was staged from southern Iraq is the fact that several eye witnesses reported seeing drones traversing the Kuwaiti airspace, entering from north and hitting targets south in eastern Saudi Arabia.

Moreover, in the weeks preceding the attack, Washington had accused the Hashed al-Shabi militia of mounting another attack in eastern Saudi Arabia claimed by the Houthi rebels because the oil-rich Eastern Province of Saudi Arabia is nearer the Iraq border than it is to the Houthi stronghold in Saada, Yemen.

Furthermore, in the weeks before the attack, the Iran-backed militias blamed [3] the US and Israel in August for mounting airstrikes on their bases in Iraq targeting the missile storage facilities. The missiles were recently provided to the militias by Iran. It’s worth noting that 5,000 American troops and numerous aircraft are still deployed in Iraq, therefore the likely culprit targeting the Iran-backed militias in Iraq was the United States, not Israel.

Taking cover of the Israeli airstrikes, Washington has conducted several airstrikes of its own on targets in Syria and Iraq and blamed them on Israel, which frequently mounts air and missile strikes against Iranian operatives and Hezbollah militia in Syria and Lebanon, though Israel has never conducted an airstrike in Iraq because for that Israeli aircraft would have to violate Jordanian airspace.

Besides the airstrikes on the missile storage facilities of Iran-backed militias in Iraq, it is suspected that the US air force was also behind a recent airstrike at the newly built Imam Ali military base in eastern Syria at al-Bukamal-Qaim border crossing alleged to be hosting the Iranian Quds Force operatives.

In order to bring home the significance of the Persian Gulf’s oil in the energy-starved industrialized world, here are a few stats from the OPEC data: Saudi Arabia has the world’s largest proven crude oil reserves of 265 billion barrels and its daily oil production is 10 million barrels; Iran and Iraq each has 150 billion barrels reserves and has the capacity to produce 5 million barrels per day each; while UAE and Kuwait each has 100 billion barrels reserves and produces 3 million barrels per day each; thus, all the littoral states of the Persian Gulf, together, hold 788 billion barrels, more than half of world’s 1477 billion barrels proven oil reserves.

Not surprisingly, 35,000 American troops have currently been deployed in their numerous military bases and aircraft carriers in the oil-rich Persian Gulf in accordance with the Carter Doctrine of 1980, which states: “Let our position be absolutely clear: an attempt by any outside force to gain control of the Persian Gulf region will be regarded as an assault on the vital interests of the United States of America, and such an assault will be repelled by any means necessary, including military force.”

It bears mentioning that alongside deploying several thousand American troops and additional Patriot missile batteries in Saudi Arabia in the aftermath of the Abqaiq attack, several interventionist hawks in Washington invoked the Carter Doctrine as a ground for mounting retaliatory strikes against Iran.

Although the Houthi rebels based in Yemen claimed the responsibility for the September 14 complex attack involving drones and cruise missiles on the Abqaiq petroleum facility and the Khurais oil field in the Eastern Province of Saudi Arabia, and they have UAV-X drones having a range of 1,500 kilometers, Washington dismissed the possibility.

Instead, it accused Tehran of mounting the attack from Iran’s territory, which is unlikely because Iran would never leave behind smoking gun evidence implicating Tehran, as the strategically indispensable Persian Gulf is monitored round the clock by American satellites and surveillance aircraft. The most likely suspects were Iran-backed militias in Iraq because the complex attack involving 18 drones and 7 cruise missiles was staged from the north.
  
Quoting Iraqi intelligence officials, David Hearst reported [1] for the Middle East Eye a day after the September 14 attack that the attack was mounted by the Hashed al-Shabi militia from its bases in southern Iraq. What lends credence to the report is the fact that in the weeks preceding the attack, Washington had accused the Hashed al-Shabi militia of mounting another attack in eastern Saudi Arabia claimed by the Houthi rebels because the oil-rich Eastern Province of Saudi Arabia is nearer the Iraq border than it is to the Houthi stronghold in Saada, Yemen.

Moreover, in the weeks before the attack, the Iran-backed militias blamed [2] the US and Israel in August for mounting airstrikes on their bases in Iraq targeting the missile storage facilities. The missiles were recently provided to the militias by Iran. It’s worth noting that 5,000 American troops and numerous aircraft are still deployed in Iraq, therefore the likely culprit targeting the Iran-backed militias in Iraq was Washington, not Tel Aviv.

Taking cover of the Israeli airstrikes, Washington has conducted several airstrikes of its own on targets in Syria and Iraq and blamed them on Israel, which frequently mounts air and missile strikes against Iranian operatives and Hezbollah militia in Syria and Lebanon, though it has never conducted an airstrike in Iraq because for that Israeli aircraft would have to violate Jordanian or Saudi airspace.

Besides the airstrikes on the missile storage facilities of Iran-backed militias in Iraq, it is suspected that the US air force was behind a recent airstrike at the newly built Imam Ali military base in eastern Syria at al-Bukamal-Qaim border crossing alleged to be hosting the Iranian Quds Force operatives.
  
In addition to planting limpet mines on the UAE’s oil tankers and shooting down an American Global Hawk surveillance drone, the September 14 attack on the Abqaiq petroleum facility was the third major attack in the Persian Gulf against the interests of Washington and its clients. That the UAE had forewarning about imminent attacks is proved by the fact that weeks before the attacks, it recalled forces from Yemen battling the Houthi rebels and redeployed them to man the UAE’s territorial borders.

Nevertheless, a puerile prank like planting limpet mines on oil tankers can be overlooked but major provocations like downing a $200-million surveillance aircraft and mounting a drone and missile attack on the Abqaiq petroleum facility that crippled its oil-processing functions for weeks can have serious repercussions. Unless Iran got the green light to go ahead with the attacks from a major power that equals Washington’s military might, such confrontation would amount to a suicidal approach.

Therefore, the recent acts of subversion in the Persian Gulf should be viewed in the broader backdrop of the New Cold War that has begun after the Ukrainian crisis in 2014 when Russia occupied the Crimean peninsula and Washington imposed sanctions on Russian entities.

In addition, Russia’s membership in the G8 forum was suspended by the Western powers in March 2014 and Russian President Vladimir Putin was snubbed at international summits by the Western leaders, by then-President Obama in particular, an insult that the Russian strongman took rather personally.

The Kremlin’s immediate response to the escalation by Washington was that it jumped into the fray in Syria in September 2015, after a clandestine visit to Moscow by Major General Qassem Soleimani, the wily commander of the Iranian Quds Force.

When Russia deployed its forces and military hardware to Syria in September 2015, the militant proxies of Washington and its regional clients were on the verge of drawing a wedge between Damascus and the Alawite heartland of coastal Latakia, which could have led to the imminent downfall of the Assad government.

With the help of the Russian air power, the Syrian government has since reclaimed most of Syria’s territory from the insurgents, excluding Idlib in the northwest occupied by the Turkish-backed militants and Deir al-Zor and the Kurdish-held areas in the east, thus inflicting a humiliating defeat on Washington and its regional clients.

Moreover, several momentous events have taken place in the Syrian theater of proxy wars and on the global stage that have further exacerbated the New Cold War between Moscow and Washington:

On February 7, 2018, the US B-52 bombers and Apache helicopters struck a contingent of Syrian government troops and allied forces in Deir al-Zor province of eastern Syria that reportedly [3] killed and wounded scores of Russian military contractors working for the Russian private security firm, the Wagner Group.

The survivors described the bombing as an absolute massacre, and Moscow lost more Russian nationals in one day than it had lost throughout its more than two-year-long military campaign in support of the Syrian government since September 2015.

Washington’s objective in striking Russian contractors was that the US-backed and Kurdish-led Syrian Democratic Forces (SDF) – which is mainly comprised of Kurdish YPG militias – had reportedly handed over the control of some areas east of the Euphrates River to Deir al-Zor Military Council (DMC), which is the Arab-led component of SDF, and had relocated several battalions of Kurdish YPG militias to Afrin and along Syria’s northern border with Turkey in order to defend the Kurdish-held areas against the onslaught of the Turkish armed forces and allied Syrian militant proxies during Ankara’s “Operation Olive Branch” in Syria’s northwest that lasted from January to March 2018.

Syrian forces with the backing of Russian contractors took advantage of the opportunity and crossed the Euphrates River to capture an oil refinery located to the east of the Euphrates River in the Kurdish-held area of Deir al-Zor.

The US Air Force responded with full force, knowing well the ragtag Arab component of SDF – mainly comprised of local Arab tribesmen and mercenaries to make the Kurdish-led SDF appear more representative and inclusive in outlook – was simply not a match for the superior training and arms of the Syrian troops and Russian military contractors, consequently causing a carnage in which scores of Russian nationals lost their lives.

A month after the massacre of Russian military contractors in Syria, on March 4, 2018, Sergei Skripal, a Russian double agent working for the British foreign intelligence service, and his daughter Yulia were found unconscious on a public bench outside a shopping center in Salisbury. A few months later, in July last year, a British woman, Dawn Sturgess, died after touching the container of the nerve agent that allegedly poisoned the Skripals.

In the case of the Skripals, Theresa May, then the prime minister of the United Kingdom, promptly accused Russia of attempted assassinations and the British government concluded that Skripal and his daughter were poisoned with a Moscow-made, military-grade nerve agent, Novichok.

Sergei Skripal was recruited by the British MI6 in 1995, and before his arrest in Russia in December 2004, he was alleged to have blown the cover of scores of Russian secret agents. He was released in a spy swap deal in 2010 and was allowed to settle in Salisbury. Both Sergei Skripal and his daughter have since recovered and were discharged from hospital in May last year.

Nevertheless, the motive that prompted the Vladimir Putin-led government to escalate the conflict with the Western powers was that the Russian presidential elections were slated for March 18, 2018, which Putin was poised to win anyway but he won a resounding electoral victory with 77% vote by whipping up chauvinism of the Russian electorate after the war of words with the Western powers.

In the aftermath of the Salisbury poisonings in March last year, the US, UK and several European nations expelled scores of Russian diplomats and the Trump administration ordered the closure of the Russian consulate in Seattle.

In a retaliatory move, Russia also expelled a similar number of American, British and European diplomats, and ordered the closure of American consulate in Saint Petersburg. The relations between Moscow and Western powers reached their lowest ebb since the break-up of the former Soviet Union and the end of the Cold War in December 1991.

A month later, an alleged chemical weapons attack took place in Douma, Syria, on April 7, 2018, and Donald Trump ordered a cruise missile strike in Syria on April 14 last year in collaboration with the Theresa May government in the UK and the Emmanuel Macron administration in France. The strike took place little over a year after a similar cruise missile strike on al-Shayrat airfield on April 6, 2017, after an alleged chemical weapons attack in Khan Sheikhoun, though both cruise missile strikes were nothing more than a show of force.

But the fact that out of 105 total cruise missiles deployed in the April 14, 2018, strikes against a military research facility in the Barzeh district of Damascus and two alleged chemical weapons storage facilities in Homs, 85 were launched by the US, 12 by the French and 8 by the UK aircrafts demonstrated the unified resolve of the Western powers against Russia in the aftermath of the Salisbury poisonings in the UK a month earlier.

It bears mentioning that the American air and missile strikes in Syria are not only illegal under the international law but are also unlawful according to the American laws. While striking the Islamic State targets in Iraq and Syria, Washington availed itself of the war on terror provisions in the US laws, known as the Authorization for the Use of Military Force (AUMF), but those laws do not give the president the power to order strikes against the Syrian government targets without prior approval of the US Congress which has the sole authority to declare war.

The Intercept reported last year [4] that the Trump administration had derived the authority to strike the Syrian government targets based on a “top secret” memorandum of the Office of Legal Counsel that even the US Congress couldn’t see. Complying with the norms of transparency and the rule of law were never the strong points of the American democracy but the Trump administration has done away with even the pretense of accountability and checks and balances in the conduct of international relations.

Finally, over the years, Israel has not only provided medical aid and material support to the militant groups battling Damascus – particularly to various factions of the Free Syria Army (FSA) and al-Qaeda’s Syrian affiliate al-Nusra Front in Daraa and Quneitra bordering the Israel-occupied Golan Heights – but Israel’s air force has virtually played the role of the air force of Syrian militants and conducted hundreds of airstrikes in Syria during the eight-year conflict.

In an interview to New York Times [5] in January, Israel’s outgoing Chief of Staff Lt. General Gadi Eisenkot confessed that the Netanyahu government approved his shift in strategy in January 2017 to step up airstrikes in Syria. Consequently, more than 200 Israeli airstrikes were launched against the Syrian targets in 2017 and 2018, as revealed [6] by the Israeli Intelligence Minister Israel Katz in September last year.

In 2018 alone, Israel's air force dropped 2,000 bombs in Syria. The purpose of Israeli airstrikes in Syria has been to degrade Iran’s guided missile technology provided to Damascus and its Lebanon-based proxy, Hezbollah, which poses an existential threat to Israel’s regional security.

Taking cover of the Israeli airstrikes, however, Washington has conducted several of its own airstrikes on targets in Syria and Iraq and blamed them on Israel. Besides the airstrikes on the missile storage facilities of Iran-backed militias in Iraq, it is suspected that the US could be behind a recent airstrike at the newly built Imam Ali military base in eastern Syria at al-Bukamal-Qaim border crossing alleged to be hosting the Iranian Quds Force operatives.

Though after Russia provided S-300 missile system to the Syrian military after a Russian surveillance aircraft was shot down during an Israeli incursion into the Syrian airspace, on September 18 last year, killing 15 Russians onboard, and then after the recent subversive events in the Persian Gulf threatening the global oil supply, the Israeli and American airstrikes in Syria have been significantly scaled down. In fact, the main objective of the attack on the Abqaiq petroleum facility was to send a clear signal to Washington and its regional clients that any further confrontation in the region will be met with befitting reprisals.

Iran Nuclear Deal and the Attack on Abqaiq Oil Facility


In response to Washington unilaterally cancelling the Iran nuclear deal and imposing sanctions on Iran, Tehran has announced on Tuesday that it will begin injecting uranium gas into 1,044 centrifuges at Fordow nuclear facility. Though like the previous retaliatory measures taken by the Hassan Rouhani government, this step too is reversible.

Donald Trump has repeatedly said during the last three years that the Iran nuclear deal signed by the Obama administration in 2015 was an “unfair deal” that gave concessions to Iran without giving anything in return to the US. Unfortunately, there is a grain of truth in Trump’s statements because the Obama administration signed the Joint Comprehensive Plan of Action (JCPOA) with Iran in July 2015 under pressure, as Washington had bungled in its Middle East policy and it wanted Iran’s cooperation in Syria and Iraq to get a face-saving.

In order to understand how the Obama administration bungled in Syria and Iraq, we should bear the background of Washington’s Middle East policy during the recent years in mind. The eight-year proxy war in Syria that gave birth to scores of militant groups, including the Islamic State, was directly responsible for the spate of Islamic State-inspired terror attacks in Europe from 2015 to 2017.

Since the beginning of the Syrian conflict in August 2011 to June 2014, when the Islamic State overran Mosul and Anbar in Iraq, an informal pact existed between the Western powers, their regional allies and jihadists of the Middle East against the Iran-led alliance comprising Syria and Hezbollah based in Lebanon. In accordance with the pact, militants were funded, trained and armed in the training camps located in the border regions of Turkey and Jordan to wage a proxy war against the Syrian government.

This arrangement of an informal pact between the Western powers and the jihadists of the Middle East against the Iran-led alliance worked well up to August 2014, when the Obama Administration made a volte-face on its previous regime change policy in Syria and began conducting airstrikes against one group of jihadists battling the Syrian government, the Islamic State, after the latter overstepped its mandate in Syria and overran Mosul and Anbar in Iraq from where the US had withdrawn its troops only a couple of years ago in December 2011.

After this reversal of policy in Syria by the Western powers and the subsequent Russian military intervention on the side of the Syrian government in September 2015, the momentum of jihadists’ expansion in Syria and Iraq stalled, and they felt that their Western patrons had committed a treachery against the jihadists’ cause, hence they were infuriated and rose up in arms to exact revenge for this betrayal.

If we look at the chain of events, the timing of the spate of terror attacks against the West was critical: the Islamic State overran Mosul in June 2014, the Obama Administration began conducting air strikes against the Islamic State’s targets in Iraq and Syria in August 2014, and after a lull of almost a decade since the Madrid and London bombings in 2004 and 2005, respectively, the first such incident of terrorism occurred on the Western soil at the offices of Charlie Hebdo in January 2015, and then the Islamic State carried out the audacious November 2015 Paris attacks, the March 2016 Brussels bombings, the June 2016 truck-ramming incident in Nice, and then three horrific terror attacks took place in the United Kingdom in 2017, and after that the Islamic State carried out the Barcelona attack in August 2017, and then another truck-ramming atrocity occurred in Lower Manhattan in October 2017 that was also claimed by the Islamic State.

Keeping this background of the quagmire created by the Obama administration in Syria and Iraq in mind, it becomes amply clear that the Obama administration desperately needed Iran’s cooperation in Syria and Iraq to salvage its failed policy of training and arming jihadists to topple the government in Syria that backfired and gave birth to the Islamic State that carried out some of the most audacious terror attacks in Europe from 2015 to 2017.

Thus, Washington signed JCPOA in July 2015 that gave some concessions to Iran, and in return, former hardliner Prime Minister of Iraq Nouri al-Maliki was forced out of power in September 2014 with Iran’s tacit approval and moderate former Prime Minister Haider al-Abadi was appointed in his stead who gave permission to the US Air Force and ground troops to assist the Iraqi Armed Forces and allied militias to beat back the Islamic State from Mosul and Anbar.

However, Iran nuclear deal was neither an international treaty under the American laws nor even an executive agreement. It was simply categorized as a “political commitment.” Due to the influence of Zionist lobbies, the opposition to JCPOA in American political discourse was so vehement that forget about having it passed through the US Congress, the task the Obama administration faced was to muster enough votes of dissident Democrats to defeat a resolution of disapproval so that it couldn’t override a presidential veto.

The Trump administration, however, is not hampered by the legacy of the Obama administration, and since the objective of defeating the Islamic State in Syria and Iraq has already been achieved, therefore Washington felt safe to annul the Iran nuclear deal in May 2018 and the crippling “third party” sanctions have once again been put in place on Iran at Benjamin Netanyahu’s behest.

The sense of betrayal in Iran, however, is so fierce that recent subversive events in the Persian Gulf, including the September 14 attack on Abqaiq petroleum facility in Saudi Arabia, can also be explained if we bear in mind how Washington treacherously used the Iran nuclear deal to get a face-saving in Syria and Iraq without giving anything in return to Tehran.

Although Houthi rebels based in Yemen claimed the responsibility for the complex attack involving drones and cruise missiles on the oil facility in the Eastern province of Saudi Arabia, and they have UAV-X drones having a range of 1,500 kilometers, Washington dismissed the possibility. Instead it accused Tehran of mounting the attack from Iran’s territory which is unlikely. The most likely suspects were Iran-backed militias in Iraq, as 18 drones and 7 cruise missiles were launched from the north.

The attack was an Armageddon for the global oil industry because Abqaiq petroleum facility in eastern Saudi Arabia processes five million barrels of oil per day. The entire industrialized world is running on the Gulf’s oil, and a subversive incident like the attack on Abqaiq petroleum facility would send jitters across the global markets, because the littoral states of Persian Gulf hold more than half of world’s proven oil reserves, 800 billion barrels out of world’s total 1,500 billion barrels of crude oil reserves.

Besides planting limpet mines on the UAE’s oil tankers and shooting down an American Global Hawk surveillance drone, September 14 attack on Abqaiq oil facility was the third major attack against the US and its regional allies. Even though Washington has deployed several thousand American troops and additional Patriot missiles batteries in Saudi Arabia after the attack, unless the root cause of the conflict is resolved: waiving arbitrary sanctions on Iran, the likelihood of further such attacks targeting the global energy supply cannot be overruled, as unilateral sanctions begin to bite into Iran’s economy.

The Missing Pieces of Al-Baghdadi’s Execution Puzzle


Casting aspersions over the death of Abu Bakr al-Baghdadi, Russia’s seasoned Foreign Minister Sergei Lavrov claimed [1] while speaking to Rossiya 24 broadcaster that the Islamic State and its slain “caliph” were the spawns of the United States. Being a skilled diplomat having intimate knowledge of happenings on the ground in Syria, his statement merits serious consideration.

It’s important to note in the news coverage about the killing of al-Baghdadi that although the mainstream media had been trumpeting for the last several years that the Islamic State’s fugitive chief had been hiding somewhere on the Iraq-Syria border in the east, he was found hiding in the northwestern Idlib governorate, under the control of Turkey’s militant proxies and al-Nusra Front, and was killed while trying to flee to Turkey in Barisha village five kilometers from the border.

The reason why the mainstream media scrupulously avoided mentioning Idlib as al-Baghdadi’s most likely hideout in Syria was to cover up the collusion between the militant proxies of Turkey and the jihadists of al-Nusra Front and the Islamic State.

In fact, the corporate media takes the issue of Islamic jihadists “commingling” with Turkey-backed “moderate rebels” in Idlib so seriously – which could give the Syrian government the pretext to mount an offensive in northwest Syria – that the New York Times cooked up an exclusive report [2] a couple of days after the Special Ops night raid, on October 30, that the Islamic State paid money to al-Nusra Front for hosting al-Baghdadi in Idlib.

The morning after the night raid, the Syrian Observatory for Human Rights reported [3] on Sunday, October 27, that a squadron of eight helicopters accompanied by warplanes belonging to the international coalition had attacked positions of Hurras al-Din, an al-Qaeda-affiliated group, in Idlib province where the Islamic State chief was believed to be hiding.

Despite detailing the operational minutiae of the Special Ops raid, the mainstream news coverage of the raid deliberately elided over the crucial piece of information that the compound in Barisha village five kilometers from Turkish border where al-Baghdadi was killed belonged to Hurras al-Din, an elusive terrorist outfit which had previously been targeted several times in the US airstrikes.

Although Hurras al-Din is generally assumed to be an al-Qaeda affiliate, it is in fact the regrouping of the Islamic State’s jihadists under a different name in northwestern Idlib governorate after the latter terrorist organization was routed from Mosul and Anbar in Iraq and Raqqa and Deir al-Zor in Syria and was hard pressed by the US-led coalition’s airstrikes in eastern Syria.

Here, let me try to dispel a myth peddled by the corporate media and foreign policy think tanks that the Islamic State originated from al-Qaeda in Iraq. Many biased political commentators of the mainstream media deliberately try to muddle the reality in order to link the emergence of the Islamic State to the ill-conceived invasion of Iraq in 2003 by the Republican Bush administration.

Their motive behind this chicanery is to absolve the Obama administration’s policy of nurturing the Syrian opposition against the Syrian government since the beginning of Syria’s proxy war in 2011 until June 2014, when the Islamic State overran Mosul in Iraq and the Obama administration made a volte-face on its previous “regime change” policy of providing indiscriminate support to Syrian militants and declared a war against a faction of Syrian rebel groups, the Islamic State.

After linking the creation of the Islamic State to the Iraq invasion in 2003, interventionist hawks deviously draw the risible conclusion that the Obama administration’s premature evacuation of American troops from Iraq in December 2011 gave birth to the Islamic State.

Moreover, such duplicitous spin-doctors misleadingly try to find the roots of the Islamic State in al-Qaeda in Iraq; however, the Anbar insurgency in Iraq was fully subdued after “The Iraq Surge” in 2007. Al-Qaeda in Iraq became a defunct organization after the death of Abu Musab al Zarqawi in June 2006 and the subsequent surge of troops in Iraq.

The re-eruption of insurgency in Iraq was the spillover effect of nurturing militants in Syria since 2011-onward, when the Islamic State overran Fallujah and parts of Ramadi in January 2014 and subsequently reached the zenith of its power after capturing Mosul in June 2014.

The borders between Syria and Iraq are highly porous and it’s impossible to contain the flow of militants and arms between the two countries. The Obama administration’s policy of providing funds, weapons and training to Syrian militants in training camps located at the border regions of Turkey and Jordan bordering Syria was bound to backfire sooner or later.

Notwithstanding, during the eight-year proxy war in Syria, Abu Mohammad al-Jolani, the chief of al-Nusra Front which currently goes by the name of Hayat Tahrir al-Sham (HTS), emerged as one of the most influential militant leaders, second only to the Islamic State’s slain “caliph” al-Baghdadi. In fact, since the beginning of Syria’s proxy war in early 2011 to April 2013, the Islamic State and al-Nusra Front used to be a single organization that followed Saudi Arabia’s Salafi ideology and chose the banner al-Nusra Front.

Although the current al-Nusra Front has been led by Abu Mohammad al-Jolani, he was appointed [4] as the emir of al-Nusra Front by Abu Bakr al Baghdadi, the leader of Islamic State, in January 2012. Thus, al-Jolani’s Nusra Front is only a splinter group of the Islamic State, which split from its parent organization in April 2013 over a leadership dispute between the two organizations.

In early 2011, Abu Bakr al-Baghdadi, who was based in Iraq, began sending Syrian and Iraqi jihadists experienced in guerrilla warfare across the border into Syria to establish an organization inside the country. Led by a Syrian known as Abu Mohammad al-Jolani, the group began to recruit fighters and establish cells throughout the country. On 23 January 2012, the group announced its formation as al-Nusra Front.

In April 2013, Abu Bakr al-Baghdadi released an audio statement in which he announced that al-Nusra Front had been established, financed and supported by the Islamic State. Al-Baghdadi declared that the two groups were merging under the name the Islamic State of Iraq and Syria (ISIS). The leader of al-Nusra Front, Abu Muhammad al-Jolani, issued a statement denying the merger and complaining that neither he nor anyone else in al-Nusra's Syria-based leadership had been consulted.

Al-Qaeda Central’s leader, Ayman al Zawahiri, tried to mediate the dispute between al-Baghdadi and al-Jolani but eventually, in October 2013, he endorsed al-Nusra Front as the official franchise of al-Qaeda Central in Syria. Abu Bakr al-Baghdadi, however, defied the nominal authority of al-Qaeda Central and declared himself the caliph of the Islamic State of Iraq and Syria.

Keeping this background in mind, it becomes abundantly clear that a single militant organization operated in Syria and Iraq under the leadership of al-Baghdadi until April 2013, which chose the banner of al-Nusra Front, and that the current emir of the subsequent breakaway faction of al-Nusra Front, al-Jolani, was actually al-Baghdadi’s deputy in Syria.

Thus, the Islamic State operated in Syria since early 2011 under the designation of al-Nusra Front and it subsequently changed its name to the Islamic State of Iraq and Syria (ISIS) in April 2013, after which it overran Raqqa and parts of Deir al-Zor in the summer of 2013. And in January 2014, it overran Fallujah and parts of Ramadi in Iraq and reached the zenith of its power when it captured Mosul in June 2014.

In conclusion, it would be misleading to fall for the ruse of finding the roots of the Islamic State in al-Qaeda in Iraq. Although the remnants of al-Qaeda in Iraq might have joined the ranks of Syria-bound militants in Iraq in 2011, the principal cause of the creation of the Islamic State, al-Nusra Front and myriads of other militant outfits in Syria and Iraq was the “regime change” policy pursued by the Obama administration from 2011 to 2014 to topple the government of Bashar al-Assad in Syria.

During the course of Syria’s proxy war, billions of dollars [5] worth weapons and ammunition, including American-made antitank missiles, were provided to militants in training camps located in border regions of Turkey and Jordan, and possibly in Iraq too, by the Western powers and the Gulf states. It also bears mentioning that for the initial several months of Syria’s proxy war, American troops were still deployed next door in Iraq, as the war in Syria began in early 2011 whereas the US forces evacuated from Iraq in December 2011.

How Controlling Syria’s Oil Serves Washington’s Strategic Objectives?

Before the evacuation of 1,000 American troops from northern Syria to western Iraq, the Pentagon had 2,000 US forces in Syria. After the drawdown of US troops at Erdogan’s insistence in order for Ankara to mount a ground offensive in northern Syria, the US has still deployed 1,000 troops, mainly in oil-rich eastern Deir al-Zor province and at al-Tanf military base.

Al-Tanf military base is strategically located in southeastern Syria on the border between Syria, Iraq and Jordan, and it straddles on a critically important Damascus-Baghdad highway, which serves as a lifeline for Damascus. Washington has illegally occupied 55-kilometer area around al-Tanf since 2016, and several hundred US Marines have trained several Syrian militant groups there.

It’s worth noting that rather than fighting the Islamic State, the purpose of continued presence of the US forces at al-Tanf military base is to address Israel’s concerns regarding the expansion of Iran’s influence in Iraq, Syria and Lebanon.

Regarding the oil- and natural gas-rich Deir al-Zor governorate, it’s worth pointing out that Syria used to produce modest quantities of oil for domestic needs before the war – roughly 400,000 barrels per day, which isn’t much compared to tens of millions barrels daily oil production in the Gulf states.

Although Donald Trump crowed in a characteristic blunt manner in a tweet after the withdrawal of 1,000 American troops from northern Syria that Washington had deployed forces in eastern Syria where there was oil, the purpose of exercising control over Syria’s oil is neither to smuggle oil out of Syria nor to deny the valuable source of revenue to the Islamic State.

There is no denying the fact that the remnants of the Islamic State militants are still found in Syria and Iraq but its emirate has been completely dismantled in the region and its leadership is on the run. So much so that the fugitive caliph of the terrorist organization was killed in the bastion of a rival jihadist outfit, al-Nusra Front in Idlib, hundreds of kilometers away from the Islamic State strongholds in eastern Syria.

Much like the “scorched earth” battle strategy of medieval warlords – as in the case of the Islamic State which early in the year burned crops of local farmers while retreating from its former strongholds in eastern Syria – Washington’s basic purpose in deploying the US forces in oil and natural gas fields of Deir al-Zor governorate is to deny the valuable source of income to its other main rival in the region, Damascus.

After the devastation caused by eight years of proxy war, the Syrian government is in dire need of tens of billions dollars international assistance to rebuild the country. Not only is Washington hampering efforts to provide international aid to the hapless country, it is in fact squatting over Syria’s own resources with the help of its only ally in the region, the Kurds.

Although Donald Trump claimed credit for expropriating Syria’s oil wealth, it bears mentioning that “scorched earth” policy is not a business strategy, it is the institutional logic of the deep state. President Trump is known to be a businessman and at least ostensibly follows a non-interventionist ideology; being a novice in the craft of international diplomacy, however, he has time and again been misled by the Pentagon and Washington’s national security establishment.

Regarding Washington’s interest in propping up the Gulf’s autocrats and fighting their wars in regional conflicts, it bears mentioning that in April 2016, the Saudi foreign minister threatened [1] that the Saudi kingdom would sell up to $750 billion in treasury securities and other assets if the US Congress passed a bill that would allow Americans to sue the Saudi government in the United States courts for its role in the September 11, 2001 terror attack – though the bill was eventually passed, Saudi authorities have not been held accountable; even though 15 out of 19 9/11 hijackers were Saudi nationals.

Moreover, $750 billion is only the Saudi investment in the United States, if we add its investment in Western Europe and the investments of UAE, Kuwait and Qatar in the Western economies, the sum total would amount to trillions of dollars of Gulf’s investments in North America and Western Europe.

Furthermore, in order to bring home the significance of the Persian Gulf’s oil in the energy-starved industrialized world, here are a few stats from the OPEC data: Saudi Arabia has the world’s largest proven crude oil reserves of 265 billion barrels and its daily oil production exceeds 10 million barrels; Iran and Iraq, each, has 150 billion barrels reserves and has the capacity to produce 5 million barrels per day, each; while UAE and Kuwait, each, has 100 billion barrels reserves and produces 3 million barrels per day, each; thus, all the littoral states of the Persian Gulf, together, hold 788 billion barrels, more than half of world’s 1477 billion barrels of proven oil reserves.

No wonder then, 36,000 United States troops have currently been deployed in their numerous military bases and aircraft carriers in the oil-rich Persian Gulf in accordance with the Carter Doctrine of 1980, which states: “Let our position be absolutely clear: an attempt by any outside force to gain control of the Persian Gulf region will be regarded as an assault on the vital interests of the United States of America, and such an assault will be repelled by any means necessary, including military force.”

Additionally, regarding the Western defense production industry’s sales of arms to the Gulf Arab States, a report [2] authored by William Hartung of the US-based Center for International Policy found that the Obama administration had offered Saudi Arabia more than $115 billion in weapons, military equipment and training during its eight-year tenure.

Similarly, the top items in Trump’s agenda for his maiden visit to Saudi Arabia in May 2017 were: firstly, he threw his weight behind the idea of the Saudi-led “Arab NATO” to counter Iran’s influence in the region; and secondly, he announced an unprecedented arms package for Saudi Arabia. The package included between $98 billion and $128 billion in arms sales.

Therefore, keeping the economic dependence of the Western countries on the Gulf Arab States in mind, during the times of global recession when most of manufacturing has been outsourced to China, it is not surprising that when the late King Abdullah of Saudi Arabia decided to provide training and arms to the Islamic jihadists in the border regions of Turkey and Jordan against the government of Bashar al-Assad in Syria, the Obama administration was left with no other choice but to toe the destructive policy of its regional Middle Eastern allies, despite the sectarian nature of the proxy war and its attendant consequences of breeding a new generation of Islamic jihadists who would become a long-term security risk not only to the Middle East but to the Western countries, as well.

Similarly, when King Abdullah’s successor King Salman decided, on the whim of the Crown Prince Mohammad bin Salman, to invade Yemen in March 2015, once again the Obama administration had to yield to the dictates of Saudi Arabia and UAE by fully coordinating the Gulf-led military campaign in Yemen not only by providing intelligence, planning and logistical support but also by selling billions of dollars’ worth of arms and ammunition to the Gulf Arab States during the conflict.

In this reciprocal relationship, the US provides security to the ruling families of the Gulf Arab states by providing weapons and troops; and in return, the Gulf’s petro-sheikhs contribute substantial investments to the tune of hundreds of billions of dollars to the Western economies.

Regarding the Pax Americana which is the reality of the contemporary neocolonial order, according to a January 2017 infographic [3] by the New York Times, 210,000 US military personnel were stationed all over the world, including 79,000 in Europe, 45,000 in Japan, 28,500 in South Korea and 36,000 in the Middle East.

Although Donald Trump keeps complaining that NATO must share the cost of deployment of US troops, particularly in Europe where 47,000 American troops are stationed in Germany since the end of the Second World War, 15,000 in Italy and 8,000 in the United Kingdom, fact of the matter is that the cost is already shared between Washington and host countries.

Roughly, European countries pay one-third of the cost for maintaining US military bases in Europe whereas Washington chips in the remaining two-third. In the Far Eastern countries, 75% of the cost for the deployment of American troops is shared by Japan and the remaining 25% by Washington, and in South Korea, 40% cost is shared by the host country and the US contributes the remaining 60%.

Whereas the oil-rich Gulf Cooperation Countries (GCC) – Saudi Arabia, UAE, Kuwait and Qatar – pay two-third of the cost for maintaining 36,000 US troops in the Persian Gulf where more than half of world’s proven oil reserves are located and Washington contributes the remaining one-third.
